Communication to Teachers about Contract Negotiations

After the third impasse hearing in three years with a lot of tension and mistrust between the teachers' union and the school district, I was asked to write an email communication that could be used to respond to anyone who had emailed the School Board Chair over the previous few months. During this time, she had been unable to say or share much given the stipulations regarding contract negotiations.
